The Council of European Energy Regulators (CEER) is a non-profit organization based in Brussels, established in 2000. It serves as a collaborative platform for national energy regulators across Europe, aiming to create a competitive, efficient, and sustainable internal energy market for gas and electricity. CEER's mission focuses on promoting cooperation among energy regulators to ensure consumer protection, security of supply, and the development of a unified energy market. It represents 31 national regulatory authorities from EU member states and several non-EU countries. CEER's work encompasses four main areas: electricity, gas, customer protection, and cross-sectoral analysis. The organization develops regulatory frameworks, facilitates market integration, and organizes events and training sessions to keep stakeholders informed about energy regulation developments. CEER also produces reports, guidelines, and policy recommendations that influence the European energy regulatory landscape.
